Netizens and even Journalist wondered how they where able to construct in a short span of time of 2 months such large facility.
Reporters in the recent interview of Sec Paulyn ubial had digged in on how was the permits and safety inspections conducted might be in disbelief.
But there is no Magic trick in this project as this is PreFab engineering. As mentioned by Sec Ubial the project was constructed using Prefab or Pre Fabricated aluminum plated styro and reinforced steel which make it fast to assemble, energy efficient, insulated, fire proof, durable, can stand upto 200kph winds and if anchored with cables on the ground can withstand super typhoon similar to Hayain (Yolanda) at maximum wind of 300 kph. Engineers can attest that they can build a prefab house in just days. The technology is practically efficient and fast.

As news spread of the opening of the first mega rehab in the country as featured in TV Patrol of ABS CBN. This treatment and rehabilitation facility will soon open with an expected bed capacity of 10,000 in-patients.
Netizens lauded the Duterte administration for the very fast construction in a matter of 100 days from office and inevitably compared to his predecessor's achievements in the disaster stricken areas of Typhoon Haiyan (Yolanda)

-The Facility was donated by a Chinese Philanthropist Huang Rulon and has no business interest in the Philippines and only had big businesses in China. Huang a real estate developer and has 20,000 employees and has 20 5 star hotel and 10 shopping malls.
- Sec Ubial was in China last September 2016 to sign the Deed of Donation with the donor which started in July 2016
-The donation has no money value but in the deed was mentioned a 100,000 square meter facility
Rumors of "it was PNoy's Project" True or False?
Controversial remarks are being spread in social media that the Mega Rehab facility that soon will open was not Duterte's Project but was former Pres NoyNoy Aquino which started way back 2015. Some PNoy supporters also linked the project as the supposedly teh 50.2 B pesos Prison facility of PNoy Administration and provided a (link) of a news from Philppine Star.
How True is this Rumor?

Highlights in this article are:
-the project is a Public-Private Partnership (PPP)
-The project would be awarded on June 29, 2016 a day before Aquino steps down and he was reluctant to approve as he might be accused of midnight deal.
-The planned two story facility will be constructed in 3 YEARS (up to 2019)
- the project is also located inside Fort Magsaysay in Brgy Nazareth in joint with BuCor and DOJ
Fact Checks:
-The Mega Rehab is by virtue of Deed of Donation and our Govt only facilitated no tax payers money was used unlike the supposedly PPP project that will be funded by the Public and a Private partner.
-Both Projects are located inside Fort Magsaysay but check google maps Fort Magsaysay is thousands of hectares area including some Barangays a town and a small airport.
-There is no way to divert that budget of 50.2B as it is alloted by the previous administration and Duterte's budget is still in deliberation in congress and senate. As PRRD explains it in a nutshell "I cannot do that as it is like robbing peter to give it to Paul"
Conclusion: Certainly False, it is a groundless rumor!
