According to Ret. Maj Gen Alexander Balutan incoming BuCor Director, Caballo Islands which is now under Philippine Navy will soon be used to house Inmates from New Bilibid Prison in an effort to decongest the Prison facility.

Around 160 minimum security prisoners together with 40 Prison guards will soon be transferred to the islands. The military will soon initiate to clean up the island as it still housed some unspent and undetonated ammunition from  World War II. The prisoners are expected to assist in the clean up and to help maintain the island by planting trees cultivating the land and maintain the fish ponds until they complete their sentence and return to civil society.

The initiative of Director Balutan is praise worthy as this island will not just be a prison facility but will become a rehabilitation center for prisoners who will soon be released after serving their sentence.
